2.2.6.4 A-SQM Section Header
The A-SQM section header describes the contents of the A-SQM section. The A-SQM section header is composed of two fields: a SectionLength field and SectionType field. Sections can be in any order. At least one section is required. Following the A-SQM section header is an escalation rule or a property set.

SectionLength (4 bytes): A 32-bit unsigned integer specifying the length of the section following the section header, in bytes.
SectionType (4 bytes): A 32-bit unsigned integer specifying the type of the section. This value MUST be specified from one of the following values:
