Microsoft is introducing the ability for partners in the Cloud Solution Provider program, including indirect providers and direct bill partners, to purchase SaaS offers with metered billing in Partner Center. Today, partners in the Cloud Solution Provider program are able to view and purchase SaaS offers with metered billing through the Azure portal. This new experience will allow partners to purchase these offers through the CSP Marketplace in Partner Center and the API as they do for other SaaS offer types.

New, unified account management experience

Summary

Starting November 18, Partner Center will begin rolling out the new account management experience that will improve the user experience for partners. Partners will now be able to manage their account for all programs from Settings -> Account settings.

Details

The key change in account management is the integration of the previously separate Partner settings view for partners enrolled in commercial programs (Microsoft Partner Network, Cloud Solution Provider, Referrals, etc.) and Developer settings view for partners enrolled in Developer programs (Commercial Marketplace, Windows & Xbox, etc.) into a unified Account settings view.

Entry point

Sign into the Partner Center dashboard, and then select the Settings icon and click on Account settings. You no longer must choose between Partner and Developer as all profiles and settings are now combined.

    • Legal - Manage your legal business profile, partner profile, and company locations.
    • Tenants - All your information about your Azure AD tenants, commercial and developer, is tracked here.
    • Identifiers - Partner Center identities for your company - your MPNIDs, publisherIds, etc.
  • User management - Manage your users and assign them commercial and developer roles from one place. You can also manage groups and Azure AD Applications from here.

Office 365 E1 for mid-market Promo (LATAM, APAC and India)

We are introducing a new Office 365 E1 Promo for the mid-market, restricted to the emerging markets of LATAM, India and APAC (excluding developed markets within APAC).

Details

The Promo consists of 30% discount on Office 365 E1 for CSP. It will launch on December 1, 2020 and will be available for 6 months, until May 31, 2021. This Promo is only available for customers who are new to the MW cloud and have up to 500 seats. Please note that this is restricted to emerging markets of LATAM, India and APAC, in order to enable transition to the cloud.

Partner Center API updates and user interface (UI) enhancements to strengthen customer screening in certain countries

Summary

As part of Microsoft's continued commitment to customers and partners around compliant business practices, some partners with customers in certain countries will now be asked to complete a few extra fields of data about these customers when the partner next attempts to update an existing customer subscription or create a new subscription for a new customer.

Details

Microsoft runs on trust. We’re committed to providing a compliant, safe, and secure method of customer validation for transacting customer subscriptions in the CSP program. As part of this effort, we've introduced Partner Center API and UI enhancements that will impact partners who meet all of the following criteria:

  • The partner has a direct billing relationship with Microsoft (such as, a direct bill partner or an indirect provider); and,

  • The partner does business with new or existing customers in the following countries: Armenia (AM), Azerbaijan (AZ), Belarus (BY), Hungary (HU), Kazakhstan (KZ), Kyrgyzstan (KG), Moldova (MD), Russia (RU), Tajikistan (TJ), Uzbekistan (UZ), and Ukraine (UA)

For such partners with a customer in these countries, the partner will now be required to submit the specific customer's Legal Identifier (also known as the customer's Organization INN) and the customer's Phone Number when the partner next attempts to update or create a subscription for that customer. These partners can now also choose to enter an optional, Middle Name for the customer as well.

Partner Center enhancements

Changes to the Partner Center UI - Customer Account page

The Partner Center Customer Account page has been updated as follows:

  1. Organization INN (also known as the Legal Identifier). This field is now required for customers in specific countries.

    Note

    Data must be entered in alpha-numeric characters only, without any hyphens, special characters, or spaces. Partners will need to work with their customer contact in these countries to confirm the customer's legal identifier status, such as their Tax ID or INN number. For more country-specific information, see the following table.

  2. Middle Name. This field is optional for all customers. If you know the customer's middle name or initial, the partner can enter it here.

  3. Phone Number. This field was previously optional, but is now required for customers in specific countries.

Changes to the Partner Center API

The following contract changes will be made to the Partner Center API. These changes are limited to partners who manage customer accounts in the countries previously mentioned.

Note

If you are a partner using a strict interpretation of the JSON response from Partner Center, you may be impacted by these changes if updates are not completed on your end. JSON is not a recommended integration with Partner Center APIs.

EU/EFTA Change of Partner Billing Currency for new commerce offers.

Impacted Audience

Partners transacting through the Cloud Solution Provider program in the EU/EFTA region

Summary

In the European Union (EU)/European Free Trade Association (EFTA) region, all new commerce offers in the Cloud Solution Provider program will use partner billing location instead of customer billing location. This means that partners will be billed by Microsoft based on their location currency, not their customers’ location currency. This will be done in two phases:

  • Phase 1: New customers purchasing a new commerce offer in CSP

Starting January 2021, partners who have new customers purchasing new commerce offers will be billed for those purchases in partner location currency. Partners with existing customers who have already purchased new commerce offers in CSP, will continue to be billed in the currency of the customer’s billing location during this phase.

  • Phase 2: Existing customers who purchased a new commerce offer in CSP prior to January 2021

Following Phase 1 and during calendar year 2021, Microsoft will transition the billing of new commerce offers for partners with existing customers, who purchased a new commerce offer in CSP prior to January 2021, from customer location currency to partner location currency. Partners will be notified in advance before this change is implemented.

[Note] This change will only impact partner billing currency and not the pricing of new commerce offers in CSP.

The new commerce offers in scope for this change are: Azure subscriptions that are part of an Azure plan, Azure reservations, server subscriptions, perpetual software, and Microsoft commercial marketplace purchases in the Cloud Solution Provider program.

Partner benefits

  • This update will reduce the complexity and overhead with multi-currency invoicing in the EU/EFTA region for the new commerce experience.

  • Partners will receive a consolidated invoice in a single currency and will no longer receive an invoice for each customer location currency.

  • Incentive payouts will be in the same currency as the partner’s invoice currency.

  • Partners will notice reduced billing complexity caused by multi-currency invoicing, which will free up time and resources currently associated with reconciling accounts.

  • For partners who have not yet adopted new commerce offers, this change aligns with the previous partner billing model, enabling partners to more easily transition to the new commerce experience in CSP.

API throttling to partners calling Partner Center APIs

Summary

Microsoft is introducing API throttling to partners calling Partner Center APIs for a more consistent performance within a given time span.

Details

Microsoft is implementing API throttling in Q1 2021 to allow a more consistent performance within a time span for partners calling the Partner Center APIs. Throttling limits the number of requests to a service within a certain time span to prevent the overuse of resources. When a throttling threshold is exceeded, Partner Center will limit any further requests from that client for a period of time.

Partner benefits

Partner Center is designed to handle a high volume of requests, but if an overwhelming number of requests are made by a few partners, throttling will help maintain optimal performance and reliability for all partners. It ensures minimal downtime. By reducing the high volume of requests, we can ensure a consistent performance for all partners.

This announcement is aimed at providing partners with early awareness of the upcoming changes, thus allowing them to prepare. We highly recommend that partners familiarize themselves with these APIs and consider using the activity log API for more efficiency and to avoid throttling. 409 errors due to duplicate MCA requests

Context

What happened next:

  • Not all partners included the parameter request within their implementation. Microsoft returned the MCA to those partners.
  • The partner would then resend the signing request to the customer and resend the MCA to Microsoft.
  • The duplication impacted Microsoft's ability to provide service to partners.
  • In September, 2020 we sent out a notification to partners, via Yammer in multiple forums, requesting that partners fix the parameter. Microsoft could no longer accept the duplicates and they would receive 409 errors.

[Note] this was NOT a new contract/ API change for partners.

  • In October we worked closely with partners who'd had the most duplicate requests to fix the issue.
  • Currently, we are reminding partners, as well as sending personal emails to the top 10 offenders, to review their requests and reach out to us so that we can help them test and resolve the issue.
  • On November 10, 2020 we stopped accepting duplicates, and partners who had not corrected the parameters, experienced 409 errors.
  • We have since rolled back the change to not accept duplicates.
  • However, on January 14, 2021, we will again no longer accept duplicates. This allows partners further time to make any adjustments on their end. We have already received notification from a partner that they plan to deploy an update on 11/16 on which we will work closely with them.
  • We ask that partners reach out to us so we can help them test by adding their tenants to a flight with the changes so they can ensure that their solution update works as expected.

Next steps for partners

  • Review these new Partner Center UI and API changes. When you next attempt to create a customer subscription or update an existing subscription for a customer in one of these countries, check the customer's account information to make sure you have added data to the two new, required fields for that customer: Organization INN (Legal Identifier) and Phone Number. You can update this information via the Partner Center dashboard or via Partner Center APIs.

Microsoft runs on trust. We’re committed to providing a compliant, safe, and secure method of customer validation for transacting Academic offers in the CSP program. As part of this, we’re introducing Partner Center API and UI enhancements in the second quarter of this fiscal year (FY21 Q2). These enhancements will add clarity and visibility into the customer-validation process, as well as the ability to input more accurate data, which will drive improved customer-validation success.

Partner Center enhancements

  • New GET and POST Qualifications APIs to support accurate data entry and improve the Education customer validation process by Microsoft.

  • UI enhancements to support accurate data entry and improve the Education customer validation process by Microsoft.

Testing

To gain a better understanding of the APIs and data entry required for successful customer validation, partners will be able to test these enhancements from October 2020. We’ll provide more details soon on the exact timing and how to participate. The existing Partner Center APIs will be retired before the end of FY21 Q2. At that time, you’ll need to have transitioned to the new Partner Center APIs.

  • Testing available The partner test dates are from October 2 to December 2, 2020. Partners who want to participate should download the Partner Center Education customer testing guide for how to get ready, how to sign up, and what to expect during the testing phase.

Library and Museum customers

In addition to these enhancements, we’re excited to announce that in FY21 Q2, we’ll enable Academic-priced offers for Library and Museum customers, expanding the Education customers with whom you can transact CSP offers.

The new Microsoft Teams Rooms Premium SKU for Microsoft Teams Rooms is now available to your customers purchasing CSP through you at USD50 per device per month. The Microsoft Teams Rooms Premium SKU is an alternative to the Microsoft Teams Rooms Standard SKU (previously called Meeting Room License). This SKU includes everything in the standard offering, such as the necessary licenses for Microsoft Teams, Skype for Business Online, and Intune management. The offering also enables Phone System—necessary for Public Switched Telephone Network (PSTN) integration—and Audio Conferencing, where available.

With the premium offering, customers have access to the newly released Microsoft Teams Rooms Managed Services, where experts handle the management and operations for meeting rooms on behalf of the customer. This cloud-based IT management and monitoring service keeps Microsoft Teams Rooms devices and their peripherals up to date and secure. They’re also proactively monitored and managed, maintaining an environment optimized for a great in-room experience.

On November 1, 2020, Microsoft introduced new SKUs for Business Voice. The full suite is available in Canada, the United Kingdom, and the United States. Business Voice without Calling Plan will be available in all other markets.

Effective November 1, 2020 through April 30, 2021, new and renewal subscriptions of Microsoft 365 Business Voice with Calling Plan and Microsoft 365 Business Voice without Calling Plan are subject to discount pricing. Microsoft 365 Business Voice with Calling Plan is subject to a 25 percent discount for 12 months, and Microsoft 365 Business Voice without Calling Plan is subject to a 33 percent discount for 12 months.
