true if subcategories can define a new scope; otherwise, false.


The value of this property is read-only and false if the parent category is set to false. Initially, the value of this property is set to true on the root category.

When true, any category manager can define a new scope for his category which consists of a subset of the users who are in scope on the parent category. Scope can only be restricted, it can never be expanded by a sub-category. If changed to false, then subcategories of this category must inherit and use the scope of this category without changes.
