The solver ignores attempts to set a value for a row.

The default value of a variable index is Indeterminate.

A CompactQuasiNewtonModel can be used to represent not just a model, but also a current state for the user and the row variables of the model.

For each variable index, the state associates a current value, represented as a Rational.

This state is used as a starting point when the model is solved.
