Configure the Starting Directory for Users

Configure the start directory for users when you do not want to isolate users to a specific directory. Because isolation is not enforced among the different users who log on to your FTP server, this mode is ideal for a site that offers only download capabilities for shared content or for sites that do not require the protection of data between users.
Important
The user is not restricted to this subdirectory and can navigate up to the site directory and into other subdirectories, unless you have set access control lists (ACLs) to prevent users from accessing them.
To configure the starting directory for users
Open IIS Manager.
In Features View, double-click FTP User Isolation.
On the FTP User Isolation page, under Do not isolate users. Start users in:, select one of the following options:
FTP root directory: specifies that all FTP sessions will start in the root directory for the FTP site. This option is new in IIS 7. It disables all user isolation and starting folder logic.
User name directory: specifies that all FTP sessions will start in the physical or virtual directory with the same name of the currently logged-on user if the folder exists; otherwise, the FTP session will start in the root directory for the FTP site. This option is the same as choosing Active Directory user isolation in the IIS 6.0 FTP server. In the Actions pane, click Apply.
