このアドレスは、サービスの発行者資格情報を発行するセキュリティ トークン サービスのエンドポイント アドレスとして使用されます。 WSDL が有効になっていても、それ以外に用途がない場合、サービスは発行者アドレスをメタデータで公開します。 クライアントは、発行者アドレスを使用して、セキュリティ トークン サービスと通信します。 IssuerAddress が null の場合、クライアントは、IssuedTokenClientCredential の LocalIssuerAddress プロパティと LocalIssuerBinding プロパティを通して指定されるセキュリティトークンサービスを使用することができます。

特定の状況で ClientCredentials.SupportInteractive が true の場合は、null に設定されたこの値、またはクライアント上の WS-AddressingIdentity 匿名 URI により CardSpace がアクティブ化されます。
