Sets the locale identifier for the Thread object associated with the page.

Remarks
In most circumstances, do not set this property in code. The LCID
attribute can be set in the @ Page directive of the .aspx file, however, the preferred method of setting the locale identifier is through the use of the Culture and UICulture properties.
