HPC Pack 2019 update2 install Failed. (Windows Server 2016) service fabric HA

Question

An error occurs while installing hpc pack 2019 update2 version. (Windows Server 2016) The error details are :

If the cluster does not have access to internet, pass in the location to Microsoft Service Fabric Runtime Package manually. The hpc pack 2019 update1 version has been installed, but the same error message appears when installing the update2 patch.
