Construct an instance of OleComponent. This overload will call FRegisterComponent automatically on construction.

Exception	Condition
ArgumentNullException	Throws this if is null.
ComponentRegistrationFailedException	Can throw this exception if manager returns FALSE (0) from FRegisterComponent.
