Exceções

startIndex é igual ao comprimento de value menos 1.startIndex equals the length of value minus 1.

Comentários

O método ToChar converte os bytes do índice startIndex em startIndex + 1 em um valor Char.The ToChar method converts the bytes from index startIndex to startIndex + 1 to a Char value.
