The cookie for the file subscription to ignore. If this is VSConstants.VSCOOKIE_NIL,
then all subscriptions for filename are ignored or un-ignored.
If this is any other value, then the filename parameter is not used.

The name of the file to ignore. This parameter is not used if cookie
is any value other than VSConstants.VSCOOKIE_NIL.

- Boolean
True to ignore the file or subscription, false to un-ignore.
- cancellationToken
- CancellationToken
The cancellation token.
