UWP PhoneLineTransportDevice.RequestAccessAsync() return DeniedBySystem

Question

In uwp app , PhoneLineTransportDevice.RequestAccessAsync() API returns DeniedBySystem always.

it returns "allowed" in windows10 22H2. but it is DeniedBySystem in windows11.

I have tested on many devices and they always do this。
