导入类型库时应用此属性，不应更改。 仅当方法的 VARFLAGS 计算结果为非零时，才应用它。 该属性旨在供需要了解原始 VARFLAGS 设置方式的工具使用。 公共语言运行时不使用此属性。

TypeLibVarAttribute(Int16)	使用指定的 TypeLibVarFlags 值初始化 TypeLibVarAttribute 类的新实例。
