It's already turned on for Outlook Web App users. And as the Office 365 admin, you can turn it off if you have issues with allowing the user's contacts to be sync'd for their iPhone or iPad. This setting is applied to all mailboxes.

However, if you have privacy or security concerns and don't want the contact information for your organization shared to your users' iOS devices or any services they use for storing data, you can turn OWA for Devices contact sync off.

Any contact information that was previously synchronized with the user's iOS devices is removed. However, the user can change their iOS device's privacy setting to not allow access to Outlook Web Access. In this case, the data cannot be altered or removed. After you turn OWA for Devices contact sync off, it can take up to eight hours for the change to take effect.
