Access issue on teams app and teams admin centre

Question

I am SharePoint online administrator, I don't have any extra access from teams however I can log in teams app and do the stuff. and also I can log in admin center.

where as other member who is having SharePoint admin access, he can log in SP online admin centre as like me however he is not able to access teams admin center and teams app also, at least I am expecting to log on teams app but receiving below error for him.

where as I can log in SP , Teams and teams app also

one thing noticed he cant see any other admin centre except SP admin centre.

Please help what we need to do to him to get rid of above error...

For getting access to Teams, a user must have an assigned Microsoft Teams license from Office 365 Admin Center. Because without assign Microsoft Teams license users cannot log in to Teams.

1.Go to admin.microsoft.com page.
2.Click the Users drop-down button.
3.Select the Active Users option.
4.Choose the user.
5.Click the More Actions button.
6.Select the Manage Product Licenses option.
7.When a new window pops up, scroll down to the Apps section.
8.Check the Microsoft Teams option.
9.Save the changes.
Note: Only Office 365 Admin can enable/disable Microsoft Teams for users in the organization.
