We found the answer, apparently being an Intune Administrator isn't enough. We tried again with a global admin and it worked just as expected. The error we were receiving was a 400 error, and the logs showed an 0x80004003.
What is the URL that the Intune SCEP Connector is using during setup?

We are getting a 400 return code when we try to setup the Intune SCEP Connector. I suspect the outbound proxy is blocking the URL, problem is I don't know what the URL is so that we can get it unblocked.

2020-10-22T01:44:44.937+00:00 You missed the point, we were setting up the SCEP connector and were getting a 400 error which was an error that didn't make sense. The proper error should have been something along the lines of inadequate permissions to initiate the connector. I'm not sure why you are showing the App Proxy Portal stuff, that has nothing to do with my original question.
