20H2 Feature Update Error 0xc1900223

Running Windows 10 1909. When manually checking for updates it attempts to update to Windows 20H2 but fails at the end of "Getting things ready". For some reason it also attempts to update Windows Subsystem for Linux Update 4.19.128 and fails despite that feature being disabled (I'm not sure if it being disabled makes a difference). The two errors are:

Windows Subsystem for Linux Update - 4.19.128 - Error 0x80070643

Microsoft-Windows-WindowsUpdateClient logs (attached with a temporary .log extension - change to .evtx) shows an error Event 31 which states Windows Update failed to download an update. I thought maybe it was a network issue but this happens on multiple machines using various different internet connections (corporate and home networks). Running the Windows Update Troubleshooter results in nothing ("Troubleshooting couldn't identify the problem"). Running sfc /scannow shows no issues with the system. Restarts and re-attempts have no impact. I've also included the output from Get-WindowsUpdateLog (timestamps may be different since I captured these on two different attempts). Any thoughts on root cause and solutions are greatly appreciated.

    Hi ALL ,
    so many of the above solutions are totally irrelevant for anyone using an AMD Processor !

    The update just WILL NOT WORK !!

    Sad but true ..........I have got to the point that around the 13th/14th of every month I block the Download !
    A pain in the rear - but letting it run just causes so much aggro /wipes my restore points / and then tells me Failed to install .............and all of this ties my laptop for around 6-8 hrs !

    And gives me a Headache !!

    I have got to the point where I accept the fact that "windows Update " forever tells me I am missing Important updates !! - works fine without them (running Windows 10 - and NOT about to "upgrade" to their precious Windows 11 (a hassle itself !!)

    Its very common error while windows 10 users try to update their windwos or its set to automatic update. And this could be happen due to many reasons like:
    Not associated with Microsoft server
    Not associated With CDN and so on..

    There are many solutions to this windows 10 update error but user have to check which one works for theri system. Few solutions like:

    Date and time not correct
    Try windows troubleshooter
    Maybe DNS cache work
    Work with Media creation tool
    so on...

    I found a solution from another forum that worked for me.
    First of all, open this folder – C:\Windows\System32\Drivers\Etc.
    Rename the hosts file to hosts.old. You will need administrator privileges to rename the file.
    After that open a Command Prompt in admin mode and type the command given below to clear Windows DNS cache:
    ipconfig /flushdns
    Now try to install the Windows Updates again.
    After the Windows Update is completed, rename the hosts.old file to hosts again.
    Also, make sure that the hosts file is not blocking the Microsoft Update server addresses.

    For me is it was because I had two NICs enabled, one was an ethernet NIC the other WiFi. I'm not using the ethernet so it had a 169.254.x.x IP address. I disabled it within Device Manager and now Windows finds and starts downloading the updates without an issue.
