Yes, Windows Update only install the required/applicable child updates from the rollup
if you want to install manually, then you would need the .NET 3.5 update + .NET 4.x update according to your current version (ideally 4.8)

OS Version: Windows Server 2012R2
Reference: Security and Quality Rollup KB4579979.
The parent KB4579979 contains four child KBs for various versions of .NET Framework, as shown below:
KB4578953 .NET Framework 3.5
KB4578956 .NET Framework 4.5.2
KB4578962 .NET Framework 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2
KB4578976 .NET Framework 4.8
My question is, when you install the parent update, does it install all of the child KBs, or only the specific components applicable to your build?

Hi,Phil-9511
KB4579979 is an old KB, it is replaced with the four KBs, you can choose the version of KB depends on your .NET Framework version:
Search the KB and download the specific version in this site
No need to install all the KBs. If you are using framwork 4.8, you just need to download KB4578976.
And this is the official link:
kb4579979
