We ended up reinstalling reporting services and creating a new database from scratch.
SCOM Reporting Server Migration - AccessDeniedException
Hi!
We've upgraded our SCOM environment to 2019 UR2 and are now migrating the SQL-databases from SQL2016 on W2016 to a new server with SQL2019 on W2019
We kept all the hostnames intact and followed the upgrade procedure except for the parts where we change the hostnames - everything is up and running now apart from the Reporting Server.
For the Reporting Server we followed the guide to upgrade except we installed the Reporting Services on the new server and restored the old databases to this server instead.
Now we're stuck at verifying part 3 of Verify the installation of SQL Report server - Verifying the Web Portal
The page loads with the error The service is not available (The /ReportServer-page loads and lists reports in )
--- I find no indication of what the error could be in the Reporting Service logfiles.
The reports are visible in the SCOM Console - however running a report generates the rsAccessDenied exception saying that my user has insufficient permissions.
--- My account is both local admin aswell as sysadmin on the SQL Instance.
The configuration is set up to use the same account (OURDOMAIN\om-reporting) for Service Account and Execution Account.
--- The account is, at the moment, (for troubleshooting purposes) a local admin account on the server and has "Log on as a service rights"
It has the role public on the SQL-Instance and the user mapping of db_owner, public and RSExecRole on the ReportServer DB and other mappings according to Microsoft guides.
Could it be a simple issue of NTFS-security on folders? Also - is it a bad practice to use the same account for Execution/Service and using a domain account?
Thank you!

Have you tried to backup and restore the encryption key from old report server instance?
