If software developers knew how to write diagnostic messages it would probably say "You did not sign in." But I have no way of checking that out before sending this msg.

YES. ORDINARILY ONE WOULD LIKE TO PLACE A PASSWORD BETWEEN THE WORLD AND WINDOWS 10. BUT MY WINDOWS 10 RUNS UNDER HYPER-V. ALSO MY WINDOWS 10 RUNS A RADIO STATION. WE DO NOT HAVE A COMPUTER ATTENDANT 24/7 READY TO ENTER A PASSWORD AFTER A POWER OUTAGE. SO WHAT WE NEED IS FOR MICROSOFT TO RESTORE THE NETPLWIZ FUNCTIONALITY THAT (IN COMPLICATED FASHION) ALLOWS ME TO CONFIGURE WINDOWS 10 SO THAT IT DOES NOT ASK FOR A PASSWORD. IT GOES DIRECTLY TO THE DESKTOP WHEN THE PC IS TURNED ON. THIS REQUIRES THE IMMEDIATE ATTENTION OF THE MANAGEMENT AT MICROSOFT. THIS STILL WORKS ON PRIOR WINDOWS 10 RELEASES. BUT NOT 20H2.

If you turned on Require Windows Hello sign-in for Microsoft accounts (aka: passwordless sign-in), you will not see the Users must enter a user name and password to use this computer check box.
If your PC is currently joined to a domain, then the "Users must enter a user name and password to use this computer." box will not be available, and you will need to use OPTION TWO below instead.
