We are using Microsoft 365 E5 licensing and i am trying to get Azure Information Protection Activated so i can enable Email Encryption. When i go to Protection Activation in the Azure Portal the Activate button is greyed out and it shows protection status: not activated. Under Unified Labeling it shows Activated.
When i go to the Microsoft 365 Compliance Center and try to create a label under Information Protection it fails stating Rights Management is not enabled for this Tenant.
I was chatting with a support rep and they asked me to post this here.

Based off our Supported activation methods documentation, if enabling this feature through the Azure Portal isn't working, you should also be able to do this through the Microsoft 365 admin center, or PowerShell.
For instructions how to activate the protection service from your management portal, select whether to use the Microsoft 365 admin center or the Azure portal:
