I am having trouble installing the recent July rollup updates KB5004298 and KB5004285. Updates install fine but after reboot it rolls back. I have tried installing each one individually, used sfc/dism, cleaned up C:\Windows\Temp, cleaned and reset windows update, installed manually, installed direct from MS instead of WSUS, etc. CBS.log seems to give some relevant information but I have not been able to figure out where to go next.

I had to add the Flash directory to the Macromed\Flash
C:\Windows\System32\Macromed\Flash
C:\Windows\SysWOW64\Macromed\Flash

I had previously renamed
C:\Windows\System32\Macromed\Flash to C:\Windows\System32\Macromed\Flash.old and C:\Windows\SysWOW64\Macromed\Flash to C:\Windows\SysWOW64\Macromed\Flash.old after manually removing all traces of Adobe Flash for security reasons.
KB5004298 kept failing to install
Using JayRone-9763's suggestion creating the following empty directories allowed me to install KB5004298:
C:\Windows\System32\Macromed\Flash
C:\Windows\SysWOW64\Macromed\Flash

So one question: How did you found that it was those directories that was missing ?
Because on some of the servers, only one was missing, others it was both, but updates installed after your solution, without issues.

Re-creating these directories fixed the issues on all of my 2012 r2 servers. Been battling it for the past 2 months.

How MS still has not fixed this is mind-boggling!

Yeah, same. Then @Jerome Rone prompted me by asking why the Folders were empty, so I copied the contents of the Flash folder from a new 2012 server build. Managed to get KB5004285 installed on most of the servers after that.
Thanks, I tried a fresh server build and turns out the folders were not also there. So I decided to wait to August patch which also has refused to install because of the same error. I changed folder permissions and ownership to both the Macromed and Flash folder and it still has not worked.
Anyone Know where I can download the content of the flash folder and try if it works??

Try Folders are empty? Try Changing Ownership on C:\Windows\SysWoW64\Macromed and C:\Windows\Marcromed
Had to change a couple servers ownership to administrator with full right to the folder and applied patches
as administrator?

Adding the Flash directories, changing ownership to Domain Admins, installing patch, and rebooting server worked for me to fix this ridiculous issue.
Hi, I still have a few of servers with this issue, did you need to change ownership, or did you need to add Domain Admins to the Security list as well? Did you also have to install as Domain Admin? Sorry for the dumb questions, but this issue driving me up the wall

Has anyone else experienced the KBs still failing to install, even after creating the empty Flash folders in the two paths?
Tried installing manually, no good. Also tried Teng's solution, but still no go.
Does the server need a reboot before attempting the re-install? Really coming up against a brick wall here.

Wow, I have been doing this for 20+ years as a Systems Engineer IV. Creating the Macromed/Flash folders and it working takes the MS Stupidity Award.
