We did a side-by-side migration of SCOM 2012R2 to SCOM 2016, with the SCOM 2016 servers running Server 2016.
A side-by-side migration is your safest/best bet that way if you run into any issues, you still have the old SCOM 2012R2 system up and running. If your in-place migration goes badly, you're going to be out of luck.
Apparently, the in-place migration for 2016 to 2019 is much better, but I haven't tried it yet.

Hi All,
Need some advice on SCOM migration
We have SCOM 2012 R2 running on Windows server 2012 R2 and now we wanted to upgrade OS & SCOM MS server to SCOM 2019. Also we have multiple custom management packs
Is it good to upgrade the current SCOM 2012 R2 to 2016 to 2019, then add one Management server with Wk19 OS and then decommission the old WK12 management server
Please advice on the best approach
