First try opening the PowerShell after performing these steps
Run System File Checker.
Create a new User Account.
Run System Restore.
Restart and try opening the PowershellIf PowerShell opens after this , Try re registering the Settings via PowerShell
Open Windows PowerShell as administrator
Paste following command and press Enter key
Get-AppXPackage -AllUsers -Name windows.immersivecontrolpanel | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml" -Verbose}
Once the code execution is done, you’ll see VERBOSE Operation completed in the PowerShell window . Restart & check
