I can understand you are facing issue with outlook search in Windows 2019 RDS environment.
Please try to enable the native search index of Windows without FSlogix and only edited one key:
Set the following registry value if not present or already set to 0 [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Search] "EnablePerUserCatalog"=dword:00000000
If the issue still continues, since we mainly focus on general issues about Outlook desktop client in normal environment and know little about FSLogix
