why can't I log into Outlook on my phone when I can on my Desktop?

I used to have to pay for being over the Free amount of storage (5GB). But Before May 1st came (the day I was supposed to be charged the $19.99 for the Year) I was able to get it down to about 4.5 GB. So I removed the Credit Card information I had stored on file. Ever Since May 1st My Phone Will Not about 90% of the time not even let me pull up Outlook. I tried un installing the App and Re installing it. It worked 1 time.

I can pull it up on my Desktop computer but it is slow.

I feel like they are punishing me now that I am not paying them for extra storage. But it says I am down to 4.3 GB used of 5.0 GB. I don't know what to do.

I don't even know how to contact a live person to talk with.

Can anyone help me?

    For Outlook desktop client issue:

    1. Update Outlook: Make sure you have the latest updates for Outlook installed (File > Office Account > Update Options > Update Now).
    2. Delete some unnecessary mail or folders, then manage your mailbox by reducing the size of the Outlook data file, see Reduce the size of your mailbox and Outlook Data Files (.pst and .ost)
    3. Check whether antivirus software is up-to-date or conflicts with Outlook If your antivirus software is not up-to-date, Outlook may not function correctly.
