Consider remove "Report" button for base Articles

Seems a few articles are targeted by bots.

Since posts with category "Article" are created by Microsoft, I think maybe the right thing to do here is to remove "Report" button on the article itself. And of course, the "Report" button for comments should still be kept.

Unfortunately, this is not something we can do based on the design of the current platform. We are looking at ways to resolve this and other issues around articles. Thanks!

@saldana-msft : I think the code for processing "Report" request should know the URL and which post in thread the "Report" is to be assigned to, right?

Wouldn't it be possible to just add "select... case... default..." filter to route some of this requests away? Say immediately return with fake "success" message or some message explains "This post is protected therefore report request will not be accepted"?
