Check this out if you're using anything with AzureAD.

If you only use LiveID and still have access to your email account you used to register that LiveID, you can go to https://account.microsoft.com/security and use "Other ways to sign in" then choose use email to receive code to login. Afterwards you just disable 2FA then re-enable 2FA when you got your new phone.

On case where you lost access to email (I assume the phone number is lost too since you've lost your phone), go to https://support.microsoft.com/contactus and request disable Authenticator with your account. (There used to be a specific form for this purpose but I can't find it now)

I've once got my authenticator app deleted when I sent my WinPhone to Microsoft for repair (their SOP requires wiping the phone before sending to them). After quoting all details that I remembered (say, some invoice number I paid for XBox game purchase, and the Visa card number I used to pay for it) I can recover access to my account.
