& in the subject

If an error occurs during the post validation or saving, the subject is (re)encoded. An ampersand is changed to &.

btw, it also affects the post's body.

is MS serious about migrating forums till end of August?

This UI is terrible. I'm not a noob, but for example still I haven't found a way to look at my threads.

This is one of the main issue in my opinion at this point, especially for these who come to help and support. There is no simple way (if any) which we can use to follow the threads which we participate with.

You can go to your profile activities and see all your thread, but you have no way at this time to see which one of these was answered/commented/updated. No way to filter the thread to see only our threads sorted by the last updated time :-(

We need something like the "My Threads" in the MSDN forums

Exactly.
Sometimes, I remark just by chance... several days later, that someone asked a question on a comment I did...
This is really annoying :-(

Not my place to answer this.

If MS team said so in public, then this is road map for now.

I cannot discuss information that I get under NDA, but only the public information :-)

I can say, that I really prefer the MSDN forums interface over the QnA system as it is now, but there are legit reasons to move. I hope that in time the interface will be changed to be more like the MSDN forums. In the mean time I use a small code which I wrote (published as open source in GitHub). This code make the QnA forums be more like the MSDN forums, and if I did not have this extension then I am not sure if I could use the forums).

This is being borne out in the activity levels. I am (trying to) follow the same forums I did in TechNet/MSDN. The lack of navigation ability makes it pretty much impossible to truly follow a thread like we used to do in the other forums. As a result, there are fewer overall posts, and almost no consistent follow-up. I agree that the tracking capabilities the developers ignored from the TechNet/MSDN forums need to be brought over to the docs forums if they want the docs forums to have any level of success when compared to the old forums.

There's a complete UI rework in progress, we'll see what we end up getting.
