A possible path is to download the media to disk, and then run only the installer for SQL Server Native client. Most likely that will fail with the same error, but the idea is to verify that you can run this on your own.
Then you would download Process Monitor from www.sysinternals.com and have this running while the installation of Native Client is running. This way you could figure out which DLL that is missing. The reason we want to run it on this install only is that else where would be just too much noise.
Alas, even if you only run it on this install, there will still be tons of output, and it is very tedious to set up the right filters when you don't what you are looking for. There have been situations where I have been successful in troubleshooting with Process Monitor, but also situations where I had to give up.

2020-11-02T22:46:02.11+00:00 I looked at the output from Process Monitor you had uploaded at https://1drv.ms/u/s!AivPj2Cu4PEFcSFSmgSBq4zSW1g?e=uf8FWm, but unfortunately that's a needle-in-a-haystack problem. As I said, you would have to run the MSI for SQL Server Native Client only, to reduce the noise a little bit. To do that, select the Download Media option, and the run sqlncli.msi and see what happens.
At the same time, it seems that you have filtered the output for the executable that runs setup, but that may only be a wrapper on the main setup program. And some parts may be executed by the MSI service.
Yes, this is by no means simple to troubleshoot.

I found that Dot Net 3.5 feature was not installed on the Windows 2019 server. Once I added that and restarted, I was able to install SQL Server 2017 as an additional node.
