How to transfer Visio 2013 from one microsoft account to another and also to a different laptop?

Want to transfer Visio from old laptop to new laptop. I have the product key. Visio is registered to an old email / MS accounts that I no longer use. How do I do this transfer?

    Based on my knowledge, once the license is activated on a Microsoft account, it is not possible to transfer it to another Microsoft account.

    It's best to contact Microsoft support online or via phone to have a confirm.

    If you want to move Visio to a new laptop, you can uninstall it from the old laptop, on the new computer, sign in to your My Account page and find the Visio you have, click Install. After you finish installing, you may be asked to activate Office over the phone.
