I facing the same issue. I believe something is down/ has a bug at the moment. I cannot get in contact with support about it
Glad it's not just me. I pinged them on X (Twitter) now, seems like they willing to help.
@Dezi Van Vuuren Thanks for reaching out to Microsoft Q&A, apologize for any inconvenience caused on this. This needs to be investigated further and might need to engage the engineering team as well. I would suggest you raise a support ticket to app service team to check and assist you further on this,
@VenkateshDodda-MSFT I am seeing this issue as well for the past few hours. Had not problems earlier yesterday.
Matt Orahood Thanks for reporting, could you please share the last four digits of your subscription Id, operation id or correlation id to check and assist you further on this.

Hi I tried it now, and was able to create the web app. Thanks Regards
@VenkateshDodda-MSFT It works now thank you!
I have this problem at the moment:
The subscription xxx is not allowed to create or update the serverfarm.
Same problem as well currently. Earlier this week no problems.
Gave it another try today... no problems at all!
I have the same issue
The subscription xxx is not allowed to create or update the serverfarm.
I am receiving the same error during deployment to Azure Web App Service from Docker-Compose from Azure Container Registry
I'm getting the same error.
These are the last 4 digits of the subscription: 40eb
This is there correlation ID: 7a25eaa9-3ceb-4b09-8884-a21475d4dc5b
We have the same problem.

The subscription '{subscriptionId}' is not allowed to create or update the serverfarm.
I have the same issue here, what could it be the problem.. uhmm
I also have the same problem, but I was able to create one yesterday, but I cannot today.
Hi Venkatesh. I'm a Microsoft MCT running an AZ-400 course where all the students and myself use Azure Passes. We continue getting the problem and can't do the course labs. It seems somebody has made some adjustments to Azure Pass subscriptions and that is causing the problem.
Same issue with a newly created Pay-As-You-Go subscription for Wordpress App Service.
Forbidden/BadGateway.
"The subscription '[ID]801f' is not allowed to create or update the serverfarm.
Do we have a fix for this other than waiting some indeterminate amount of time? Thanks.
Same problem here, anyone find a solution?
I'm going through a few certification courses. So I have an account that's being used sometimes by those courses. Now I wanted a subscription of my own too so created one (free) but I every time I try to create an app service plan, I get the error (cannot create or update the serverfarm)
So I try a different browser, same error.
So I try a different computer, same error.
So I create 2 new accounts, with 2 new free subscriptions, and repeat the same tests, same error every time on both computers, in every browsers.
So I create a pay-as you-go subscription instead, and again, same error every time.
Am I blacklisted or what? I haven't even created a single resource yet. And apparently I should pay $30 to get someone to help me.
I see the error in console, when the PUT fails with a 502 BadGateway but that's all I get so not much I can fix from that.
What can I do without having to pay those $30? Need some help here.
Same issue on my side.
I have tried all the troubleshooting steps that Jean Andre Mas previously mentioned to no avail.
I tried creating a Static Web App and that worked, but when I try to create a normal Web App or a Web App + Database (following along the tutorials for CRUD) I always get the same error message.
Under Operation details the status message is:
Is there an actual solution to this issue? Or is this a general issue from Microsoft Azure?

@VenkateshDodda-MSFT I am having this problem as well. The last four of my subscription is: 'd9c9'.
My problem was that the region and the tier I was selecting had no resources available. When you do that, that's the error you get.
To fix the problem, I had to go to Quotas and then see in the list what region and what resources are available. Then I can create the service using the correct region and tier and I get no errors.
So weird that I didn't get that very simple information before. I got az-900 cert and they never mentioned that.
Same issue here. Attempted redeploy.
Subscription ID ending with 7c1ce8d2c434
@Jean Andre Mas where do you check this?
It's on the left inside in the subscription. Scroll down and you will see it.
I’m having this same problem. Last 4 of subscription ID is ba91. Please help, this is very frustrating.
I am having this issue as well. Apparently their is no resolution to this. Web Apps is a dud of a service. Configuration should include all steps, including setting up the subscription and any permissions needed to run the services. The tutorials are very lacking across all Azure services in this respect.
Just retried again, and this is 2 days later than the last deployment attempt. Same issue. Additionally, Microsoft.Web is a registered provider already for my subscription too. Correlation ID: ea403266-16eb-455d-841d-04290598f619
@VenkateshDodda-MSFT please help. Microsoft needs to get themselves together here. This is sad.

@VenkateshDodda-MSFT I have been having the same problem since yesterday. Retried several times, changed region, and tried the Register-AzResourceProvider -ProviderNamespace Microsoft.Web
command, but no change.
I am trying to follow this Microsoft Learn tutorial to create a web app. I am using an Azure subscription that comes with free credits via my Visual Studio Professional subscription.
