Screen timeout configuration won't apply

I've set everything up in Intune so I my Android tablet users (all Samsung btw) can set a screen timeout of maximum 15 minutes. Even though everything needed is configured in Intune, my users can only select a timeout of maximum 5 minutes (see screenshots). I'm sure my policy is applying because other configurations in the policy do apply. Is there anything I can do? I looked through all the other configuration and there is nothing which seems like can have something to do with this.     1,Are these Android devices enrolled as Android Enterprise or Android device administrator? If they are Android device administrator devices, we can use below setting to set screen timeout:

    Maximum minutes of inactivity until screen locks: Enter the length of time a device must be idle before the screen is automatically locked.
