When trying to activate developer mode on xbox, the site https://partner.microsoft.com/en-us/xboxconfig/devices/index gives an error code "Request failed with status code 400".

This seems to be an issue that more related to the backend. Please open a free support ticket here: Contact Us. Go to Contact us tab , find Non-Technical Support - Dashboard and choose SUBMIT AN INCIDENT. You could talk to the store team directly and confirm this behavior.

@Roy Li - MSFT Finally someone competent. I couldn't even find a way to submit a support ticket in this whole system. Thanks. I'll use it right away.
@Roy Li - MSFT Unfortunately it's not possible to create ticket there. When I choose "Partner Center" as topic it redirects me to Partner Center, and I couldn't find a way to submit a support ticket there. Only bunch of useless FAQs

Funny, I received an email from the original MS support person saying they "knew about it" and engineering is fixing, checked and still didn't work (lol). Was working on a project and heard 2x email notifications from this thread. Tried now and its working! Get em devkit activations while they're hot folks ;) Someone at MS pressed the reset button on the server! MS is like the kid brother I never had, you want to beat them relentlessly the majority of the time but at the end of the day you still love em. Appreciate the bonus grey hairs dealing with this. What a joy haha. Glad it's working and fixed for me, I am in Ontario Canada
