Failed to install VPN app on Windows 11 computers

I can see the VPN app in the software center, however I am unable to install it. Below error appears after clicking the install button:

Unable to make changes to your software.

0x87D00324(-2016410844)

    Thank you for posting in Microsoft Q&A forum.

    The error code 0x87D00324 means "The application was not detected after installation completed." The application can be installed correctly but SCCM will report it as not installed if the detection method is not right. Make sure to use the right detection method for your application deployment.
