Is there a manual download for Windows 10 version 20H2 when we receive an install error?

My laptop started the installations of Windows 10 version 20H2 on 4/21/2021 and about half way through the install, it stopped and gave me error code 0xc1900223 and said it would try again at a later time, but never did. At the Settings Home screen there is always a yellow symbol with Attention Needed under Windows Update, but when I go to Windows Update to click update Windows my computer has already done it and it is up to date, but when I look at the update history it still is not the 20H2 version. I am not hooked up to any network, I do not use VPN or Linux. My laptop is HP Envy. I use wifi at home and I am a simple home user. My laptop runs Windows 10 Home version 1909.

    The media creation tool is a very small download that when run will prepare a bootable media (USB stick) and write the installation media for use on another PC. Otherwise you can just click the Update Now to start the upgrade.

    Yes, you can download the Version 20H2 from the Microsoft Catalogue Update Portal, and press 2021-11 Cumulative Update Preview for Windows 10 Version 20H2 for x64-based Systems (KB5007253), and then right click link, then press Open in New Window, then refresh the page.
