HELP!!! Server 2019 does not see my static IP even though it's set

I am setting up windows server 2019 eval from scratch. in the network adaptor I set my ip to 10.0.0.4 255.255.255.0 and gateway 10.0.0.1 when I try to install the dhcp server from add roles and features it gives me an error before I install it.

No static IP address can be found on this computer.

Any idea why this is doing this?

    There are alot of events in the log. I am going to try on a totally different machine.

    It cant be because I am doing this on a laptop?

    I have installed so many of these servers with WDS. I never ran into this before.

    No progress. I am bringing it a buddy next week to see if he has any answers. Can the ip be set to 192.168.0.1 same with gateway and not be connect to internet? Thats not how it is now but I want to use it on a stand alone network to run a WDS.
