Authenticator backup doesn't work on old device

After getting a new phone, I tried to do the backup from the old device, and it doesn't work.
Also removed the app from the new device, and tried again to backup on the old device, but didn't work.
How can I get all the accounts from the old device to the new device in the Authenticator app?
