Why can I see only one PC in the network on both PCs but the other PC doesn't show up at all on either?

After confirming both of my PCs have all the "File and Printer Sharing" "on," PC1 is able to see and access PC2, but not see itself, PC1. PC2 can see itself and not see PC1. So Both PCs see PC2, but NIETHER PC see PC1.
