Data call bring up fails in the VSNCP phase due to a network rejection of the VSNCP configuration request with reconnect to this PDN not allowed, or an active data call is terminated by the network because reconnection to this PDN is not allowed.

Remarks
Data call bring up fails in the VSNCP phase due to a network rejection of the VSNCP configuration request with reconnect to this PDN not allowed, or an active data call is terminated by the network because reconnection to this PDN is not allowed. Upon receiving this error code from the network, the modem infinitely throttles the PDN until the next power cycle.
