Override network type when the device is connected to
TelephonyManager#NETWORK_TYPE_LTE network and has E-UTRA-NR Dual Connectivity(EN-DC)
capability or is currently connected to the secondary
TelephonyManager#NETWORK_TYPE_NR cellular network.
