Creates an XmlAttribute node.
Syntax
XmlAttribute := XmlAttribute.Create(LocalName: Text, NamespaceUri: Text, Value: Text)
Parameters

The local name of the attribute.
NamespaceUri
Type: Text
The namespace URI of the attribute.
Value
Type: Text
The value of the attribute.

The created XmlAttribute node.
