Private offers in Azure Marketplace
A private offer is a solution customized for your needs and sent to you by the partner. This article explains the how to perform prechecks to avoid issues during purchase and find your billing account ID, which is needed when requesting a private offer from an Independent Software Vendor (ISV) or a Microsoft partner.

Check account and subscription settings by running the private offer eligibility report. The report scans your account and provides results on account configurations that can prevent you from purchasing the private offer, such as:
Policies blocking marketplace purchases, policies enforcing tagging when creating a resource or policies on the resource group. Purchase controls on the billing account that can block marketplace purchases on your subscription.
Important
If a private Azure Marketplace is enabled in your tenant, the private Azure Marketplace administrator must enable a rule to allow private products for your organization.
Check permissions
There are two actions required to procure a private offer: accept and purchase. The person accepting the private offer and the person purchasing the private offer require different permissions, depending on the agreement type. The person purchasing the private offer can use the private offer eligibility report to check if they have the correct permissions.
The permissions required to accept and purchase are summarized in the following table:

Locate your billing account ID. You need to provide your billing account ID to the Microsoft partner so they can create the private offer. Your billing account ID can be found three different ways:
In the Azure portal under Cost management + Billing > Properties > ID:
If you have your organization's access to Cost Management + Billing, then you can access the billing account and verify your billing ID in Azure portal.
In the Azure portal under Subscriptions:
If you know the subscription you plan to use for your purchase, select Subscriptions and then the relevant subscription > Properties (or Billing Properties) > Billing account ID.
To successfully procure a private offer, you need to accept and purchase. These actions are usually performed by different people within your organization.
