The To element is an optional element that specifies the list of primary recipients of a message. It is defined as an element in the Email namespace.

The value of this element contains one or more e-mail addresses. If there are multiple e-mail addresses, they are separated by commas.

The value of this element is a string data type, as specified in [MS-ASDTYPE] section 2.7, and has a maximum length of 32,768 characters.

The client indicates the protocol version being used by setting either the MS-ASProtocolVersion header, as specified in [MS-ASHTTP] section 2.2.1.1.2.6, or the Protocol version field, as specified in [MS-ASHTTP] section 2.2.1.1.1.1, in the request.
