The specification states:

 8.2.5.4.18 The "in template" insertion mode
  
     When the user agent is to apply the rules for the "in template" insertion mode, the 
     user agent must handle the token as follows:

IE11 Mode, IE10 Mode, IE9 Mode, IE8 Mode, IE7 Mode, and IE5 (Quirks) Mode (All versions)

The template element is not supported.
