3.1.2.1 Connect Retry Timer

The Connect Retry Timer is used to retry CONNECT and CONNECTED messages if no response is received. Implementations can retry as many times as needed and at any frequency. Recommended values are for the first retry to be 200 milliseconds, which doubles for every subsequent retry and caps at 5 seconds and 14 retries.
