2.2.10.4.1.4 TXUSER_VOTER_MTAG_CREATE

The TXUSER_VOTER_MTAG_CREATE message is sent by the resource manager to create a new voter enlistment on a transaction.

• The dwUserMsgType field MUST be 0x00002091.
