3.2.5.1 Receiving a Message During TLS Negotiation

When a message is received from the P2P Graphing implementation before TLS Negotiation Complete is true, in other words, during the "Initial" state, the message MUST be passed to the TLS implementation for processing. If the TLS layer returns a message, it MUST be passed back to P2P Graphing. If the TLS layer indicates that authentication has successfully completed, the actions specified in section 3.2.7.1 MUST be performed. If an error is returned by the TLS layer, P2P Graphing MUST be notified with a nonzero return value and requested to close the connection.
