This directive specifies that the content MUST NOT be shared with other users on the device on which the client software is running or by other proxy servers. The directive applies to both caches that are clients and caches that are proxy servers. If the cache is a proxy server, the proxy-public (section 2.2.1.1.7) directive overrides this directive. If the cache is not acting as a proxy server, the user-public (section 2.2.1.1.8) directive overrides this directive.<3>
