3.1.6.3 Create Plugin

A higher layer can create a new plugin. The higher layer passes a PluginType element with a Name value and Filename value. The server MUST create a new row in the Plugins table with PluginName set to the Name value, Filename set to the Filename value, and PluginConfig set to the PluginType element.
